I had a similar issue with the Apple Pro Mouse (first generation white 
one).  It turned out to be a bad cable connection inside the mouse.  
Apparently it is a common problem with that mouse, which is only cured 
by serious mouse surgery or replacement.

Originally, I found that unplugging and replugging the mouse fixed the 
problem for a while.

If you have another USB mouse, you might see if it does the same thing.
