Some hard drives have settings available on then for a "delayed start".
When you start cold they don't spin up and arent seen, but when you
restart the delay period is over and they start. How to reset these
jumpers would be on the website of each drive manufacturer. It has also

on the road to recovery it has developed a new bug. I cannot get my
Epson 880 to work on Panther and when I go to boot back into OS9.1 I
get a circle with a slash through it. If I shut it down and re-start
with option,Apple,R,P and delete held down it will boot into OS9.1 but
doesn't show all the drives.Then if I select re-start when it starts
all the drives are showing. Guess this is no big deal but I just
wonder why it would do that after working for awhile without doing
