Great news glad to hear it!
The bad news is: there must therefore be something wrong with either the new
G4 chip and/or the used ZIF carrier card upon which it resides.
Maybe yes maybe no .
I don't think I have a RAM, NVRAM, PS, or board problem, as the computer is
working fine with the G3.

RAM ,NVRAM or software issues would be high on my list for checking out.
Did you try the G4 with no cache software installed? The G4 will run with no software though slow. With the wrong software version for the Mac OS your running it may behave just as it has for you. RAM which works fine with a G3 may not work with a G4 especially a fast G4 . When i went from a G3 350 in a carrier card to a G3 500 I had to remove all my old 8MB RAM chips which had come with the machine . The 70ns RAM just wasn't up for the speed. I would have bought a new machine or at least a motherboard if i'd had more money at the time. Being short of cash kept me working at it which found a nearly free fix. Well not really free once I replaced the RAM that no longer would work at the faster speed. The G4 upgrade from XLR8 with a Carrier card I again lost a RAM chip that was weak or a bit out of spec. Also took booting with no cache software to get it to work. Gary @ XLR8 was kind enough to provide a newer version of the XLR8 software which then fixed things up right. The powerlogix software which had worked well with the G3 & Umax machine crashed with the G4.
So, what should I do with the G4? I suppose I'd better clean it up
thoroughly. Regrease and reinstall the heat sink. And try again. Or does
anyone have any bright(er) ideas?
Are you sure the dip switches are set correctly on the carrier card and at standard cpu & bus speed to start with? XLR8 cpu's come with jumper pins that override the settings for top 4 (#9,10,11 & 12 ) pins on carrier card. A wrong setting can keep your machine from booting. What is the cpu speed of your G4 ? Let me know and I will make some suggestions on what should boot.
BTW, there is a little green light on the ZIF carrier card that blinks
rapidly after attempting to boot until shutdown, even though I have the
black screen. Is this a good sign? Does this mean anything at all?

The green light means the carrier card is running . So it shows the card is powered up. Off list replies keeps the rest of us from learning what to suggest to others in the future. Best of luck Will S
