It doesn't; however it does have the "RlimitMem" and "RlimitCPU" options built-in, which allow Apache to exert a brutal degree of control over child processes. If the process exceeds RLimitCPU seconds of CPU time, it is killed. If the process exceeds RLimitMem bytes of RAM, it is killed. I am unsure if these cascade to children of children; probably best to check.
