Packet lost means your upstream gateway didn't answer. This either happens if you hit your line very very very hard (though you then should see very high pingtimes instead of packetloss) or if you upstreamgateway is not available at all (which is more likely). If you still have internetconnectivity during these times it's rather the first of my assumptions. If not check your Internetconnecting (cabling, ISP, ...).
