I've seen a handful of cheap PCI cards that present a Realtek RTL-8139 
interface to the host, and has 4 switched ethernet ports for network 
connectivity. Essentially, a four port switch on a PCI card. If I recall, the 
switch functionality worked even without the host driver installed or 
configured.

Sorry to be vague, I cannot find where I saw these in the past. I do remember 
the price was somewhere around $20 USD. Check eBay?

You could of course always get a normal multi-port card and bridge all of the 
interfaces together in software.
