It is not launched at all as it isn't required.

OK, under D/S/E/C/Client call, I have "UKAW.BAT $CONFIG" which worked 
perfectly under Win98(SE).

Please tell me what is the correct method of calling E-AGENT.EXE from 
UKAW.BAT under WinXP. I ask because I feel that this is where my problem 
lies as I don't yet understand how WinXP handles this sort of stuff. It 
must obviously handle it differently to Win98(SE).
