Hello Shane, There is a diode bridge before the DC-DC converter - this is why you need higher voltage than the DC-DC specs say. You can remove that diode bridge (bypass it with vire jumpers over) - that would give you about 1 V extra margin. The extra power requirements for the HDD are caused by motor start, without it there are no significant start-up currents, and the required margin is lower.
