That's not possible right away. - one relatively simple way I can think of would be installing gstreamer plugins on the camera then scale and restream. That will increase latency. - another way would be modifying the streamer program (elphel-apps-astreamer <https://git.elphel.com/Elphel/elphel-apps-astreamer/tree/rocko>). Are you required to use rtsp? If not then it's possible to have a script/program that would do the scaling and you would get images by http-requests.
