its not a SeaMonkey problem but rather a windows one.
How do we fix it? I've been having this problem forever too; it gets
real old...
Install the language pack and you won't be bothered
with it. :-)
Anyways, I don't remember how to turn it off, but
google for it or look on the MS website. Search for
Language Packs
