Right clicking the link does not give the option for a new tab either.

Most probably you're encountering a fake link (something which looks like a link but it really isn't) which only purpose is to execute a script (which might open a link on its own), therefore no "Open Link in New Tab" option is available. This is more a content authoring problem and not a SeaMonkey one. IIRC there's an ongoing work to make it possible for such elements to execute in a new tab.

Or maybe a JavaScript link. :(
