Each "account" has it's own unique settings which can differ from the
other accounts. Your mail account can be set differently from your news
account and so on ..
For what you're looking for, look under your account(s) for "composition
and addressing" and set your preferences accordingly in each account.
Unless the action has changed If you set to top post, in Mozilla
products, while the text of the message will be at the the top, but the
signature will be at the very bottom of the page.
