Further testing shows that it does work if SeaMonkey is not running at all when I click on the file in Finder. If SeaMonkey is running, it pops to the Mail window first (or opens a Mail window, if one is not running), then opens a new browser window, but with the home page, not the one I clicked on in Finder.
