That's only what they were willing to support. It runs fine on Windows 95, just like Mozilla suite (that Netscape 6 and 7 are based on), which did officially support it. As for the other specs, it will work with less, it'll just be slower. I used to run Mozilla suite on 32 MB of RAM.
