Found a tempory solution, but still strange conciduring my configuration.
So in about:config, I have setup dom.popup_maximum to 4. This allow 4 popup. Alain AlainF wrote:

After two Popup, the Popup Manager prevent opening the window. In my Popup Manager, I have setup Allow all popup form the server. But still prevent opening more that 2 windows.
