This is not completely decided yet. Current nightlies are based on 1.9.3-targeted code, and I lean towards doing 2.1 based on 1.9.3 and skipping 1.9.2 - esp. as that version is supposed to go final probably still before Christmas, while I don't expect real 2.1 work to land before January, and 1.9.3 is target for a release in June (let's give it a few weeks of potential slip and we're still in a comfortable range for a SeaMonkey feature release).
