I don't think that's true...I think by default it's set to do nothing
until the user selects a pref. At least that seems to be what I recall
for all the installs I've done on my Macs.
The first thing I do on a new version like this (1 to 2) I always go
through all the preferences and set them like I want. one of the first
things I set was for Download Manager.
