If you're asking how it got that way, I can't answer. Perhaps someone else can if you make that point clear. I don't see how it can be a problem to have it pointing to a directory not in/under your profile directory, as I expect that is why the application allows you to change it. In fact, I can see that someone may want to place the cache in a file system that has plenty of space, so you don't need to limit the maximum size of the cache.
