I _think_ you can create a header filter to filter on the charset. Of
course it won't stop those from being sent to you, but if it works, you
can easily tag them as junk and delete automatically.

So, in your filters for the account:
 o New
 o Name: Content-Type
 o Click on the filter and go to the bottom of the dropdown & select
"Customize".
 o New Message Header: Content-Type|Add|OK
 o Now select that filter from the dropdown, then click the center
button & select 'contains' and in the 3rd enter: charset=iso-2022-jp.

You can use 'Perform these actions:' to test. First just have it tag the
message & move it to another folder.

I've not tested as most all of my spam gets blocked at the isp & I no
longer travel to Japan. However I'll be happy to check if anyone in the
group is from Japan and cares to send me an iso-2022-jp msg directly
(just drop the .invalid and make sure you put SeaMonkey in the subject).
