I would like Windows XP sp3 to know to use composer for the job.

After installing SM2.0._ Word takes over! SM1 used to do this just fine.

Is there a fix to the registry to make .HTM or .HTML files
"edit" with Composer?

Is SeaMonkey set as your default browser?

If so, double click on the local html file to open the page in the browser open the page in the browser, from which you can go File>>Edit Page to open Composer. Its an estra step, but maybe just as easy as right click>>edit.
