I had a similar problem after I created a newsgroup account. For some
reason, the Wizard didn't give me the option, after that, to create
anything but NNTP accounts.
Someone had posted a solution, which was to change something in the
prefs. I don't remember what and I suck at searching in Bugzilla. I
found the following, which is rather similar and gives you a string to
change.

If that's not it, maybe someone else will have better luck than me
locating the proper Bugzilla report.
