I have removed and reinstalled the filter and the email account it
is attached to.  Same thing happens.  

This account is set up to POP from pop.sbcglobal.yahoo.com (AT&T
DSL).  The only thing odd I notice occasionally is when stafrt the
email client, it often say s"please wait while the folder is being
processed".  Apparently it was already checking mail when I fired up
the mail window.

The filter itself is pretty simple:

version="9"
logging="yes"
name="TOSNA"
enabled="no"
type="17"
action="Move to folder"
actionValue="mailbox://nob...@local%20folders/TOSNA"
condition="AND (subject,contains,TOSNA)"

It's the only filter in the file.  And it keeps disabling itself for
no apparent reason.  Log file is working fine - it logs everything
normally up until the point it disables itself.

So much for message filters.
