This is not a firewall problem - I have disabled Norton firewall, and
the problem still exists.  I'm at a loss about getting my updated
webpages published to my website.

I'm sure you've rebooted after the above changes, so the next thing to try would be another way to 'publish', namely use WS_FTP95 (free FTP)
or WS FTP PRO which is very helpful and can open multiple servers.

Does your webhosting co offer any suggestions?
