It is a pref after all, the user can set it differently. But by default, downloading is on, and for the vast majority of people this means the local machine. It might be worth looking into (if you have the developer time) to make this download into local settings (or whatever it's actually called, I'm a bit weak on Windows stuff) and not the roaming profile.
