I have the default search engine set to Startpage.
But if I type something into the toolbar URL window
it brings up Google results.

No, and I've researched this thoroughly. Changing settings in pref.js has no
effect (I've tried numerous times)--Google seems to be hard-coded as SM's
search engine. Best you can do is choose another search engine to use
through Mycroft via the sidebar. This is how I use Ixquick and other search
engines myself.
