I never had this problem with previous updates. I tried running
seamonkey.exe as administrator. I looked for seamonkey.exe left overs
after exiting it, etc. What else did I miss? Do I need to reboot? Full
install? Maybe I found a bug? Are there any logs?

Maybe a bug? I just booted a Win7 (64bit Home Advanced) and updated w/o
issue. Maybe it's your AV that's preventing the update :-) ?
Nope, it was a stuck crashreporter.exe. :) I did disable the AV, but
that didn't help. :( I do get crashes from SM once in a while. Somehow,
its crashreporter.exe got stuck forever and prevented updater to
complete/finish. See my other reply for the full details.
