Working fine on a PC with Windows XP SP3. Although I don't normally run that way, I started SeaMonkey by launching the Profile Manager and selecting a profile. (Usually, I launch SeaMonkey via a shortcut that contains the -p switch to select my primary profile.)
Downloaded the partial .mar file and installed it via a script I made based on <https://wiki.mozilla.org/Software_Update:Manually_Installing_a_MAR_file>.
