For me I encounter it primarily, but unpredictably, in the email composer, where the edit/paste selection is greyed out and it's not possible to paste something that's on the clipboard until something is copied from the message that is being composed.
It doesn't happen regularly, and, when a copy function is executed, it does not happen again in the same session... which for me may go on for several days.
