A firewall only sees ports and packets, it can't block SM mail unless you haven't configured outgoing email properly in SM, it should work.

In the interest of fairness, if it is the 2.1b3 (?) Composer and uses that mail program, you are running through a lot of lightly tested code.

When you say you are trying to email a web page I assume you mean that you save the page and then start a mail program and attach the page, and that somehow Outlook knows the page was created with SM and starts the SM mailer?

I'm unclear how IE8 get SM into the act at all, or IE8. If you just start Outlook and attach the file, does it somehow start SM? What command do you use to do the mail, and from IE8 or Composer?
