As I've mentioned elsewhere in this thread, every time I disable the
feature, I lose all my saved data and have to start over again. If I
frequently visit sites that require the feature to be disabled, I might
as well just leave it disabled for all the benefit I'm getting.
But the bigger risk, as you say, is forgetting to turn it on and off.
Safer to just leave it off.
How about two profiles, one with this setting enabled for general
surfing and one with the "Feature" disabled for your banking, etc.

That is very much how I operate. My banking profile allows all cookies
and popups because the software on the banks' servers require that. I
NEVER use that profile for anything excapt banking.
Yeap, for some this system would work most of the time....but then it is
not infallible, accident do happen.
