Ah, those are "Personas" (or lightweight themes) not what we old timers consider "themes" (now called heavyweight themes). I see you are using 2.1b1. Personas support in Mailnews was only implemented after 2.1b1 I think. So you would need either a current nightly 2.1b2pre or wait for 2.1b2 sometime in December.
