That sounds very much like a problem presented elsewhere. One person could not get to a site that had redirection to a new url. Forecast.weather.gov redirects to http://www.weather.gov/ . I suggest you try the newer address.
As to what the problem is with Snow Leopard, I'd guess you need to clean out the browser cache.
