The problem with that is the attachment may contain a virus binary (pdf, .doc etc). If instead you copy the entire content (with headers as I advised Rick to do) and paste as a quotation the virus binary (if any) can't be executed. A virus signature may still be picked up by a scanner, but it would be harmless.

I see. Here's where the "Delete/Detach Attachment" may come in handy. Either make a copy or operate on the original (depends on whether one intends to keep the original intact for some future purpose), delete the unwanted attachments, then Forward As Attachment. When forwarding the headers as body content they may get unnecessary mangled by automatic formatting the UA does for body content, so the point is to avoid that.
