You have set the font size you prefer and minimum font size under
Edit/Preferences/Appearance/Fonts in SeaMonkey... and it doesn't work?
I don't have 2.0.13, but I'm using 2.0.10, and this has always worked
for me.

That is correct. My fonts are exactly the same as those set on my XP
computer which does not exhibit this problem.

What theme are you using? Have you tried using a different SM theme, to
see if it would make ANY difference? At least until Paul or someone
offers a real solution. That shouldn't make any difference since you're
talking about the text in the message, but sometimes changing something,
just shakes things up.
I'm sorry I don't know any concrete solutions to offer. :(
