In an HTML composition window, choose Format | Page Colors and
Background. If you just want a colored background, click the button for
"Background" and choose the desired color.
If you want to tile an image, click the "Choose file..." button and go
from there. The "Advanced" button lets you set additional parameters; if
you know HTML you can set the image size and how it tiles and/or stretches.
If you want that to be your default, save and use as a template.
There may be other possibilities.
