However, both of these are for financial institutions that require you
have a financial account before you can obtain a login.

The first one performs validation of the user name immediately, but I've been able to reach to the password page with the second.

I believe that both of these now disable the saving of passwords, but
Password Manager is supposed to handle such cases if passwords were
already saved.

It appears the saved password is not prefilled if there's autocomplete="off" attribute in/on the form. The nsLoginManager.js hack doesn't appear to work for me using my primary long time profile, but trying a fresh new one appears to prefill the password with <https://www.caloaks.com/>. Have you tried creating a new profile to try with?
