As you cite in that bug, it could be a Core issue, but I would be interested if you (or anyone) can come up with more reliable proof of concepts and/or triage of that one.
I somehow suspect we are saving this internally on a per-site basis since our change to newer Gecko. But I'm not sure, and I wouldn't know why the pref is not carried forward in future sessions. [I don't typically zoom webpages, unless its temporary anyway].
