Exactly. The new versioning scheme follows the rapid release train Firefox started.
2.1: very soon to be released next stable version, currently at RC2 2.2 (current beta branch): next stable version, due in 1-2 months 2.3 (current aurora branch): "more stable than trunk" version 2.4 (current trunk): bleeding edge.
