There are two things that need to be in effect to make this work:
1. Make sure the general.autoScroll pref is true (about:config)
2. Make sure your OS/mouse driver settings do not re-purpose the middle
click functionality.
Note that the general.autoScroll pref is false by default on Linux, and
true by default on Windows and Mac.
