I have discovered that changing the Synaptics Pointing Device scrolling
option from "scroll item under pointer" (which is the default) to
"scroll selected item" corrects the problem. Not sure why this makes it
work, seems like it should work with the default but I haven't found any
down side to using "scroll selected item" so will leave it that way to
get Bookmark scrolling to work because it was a real pain without it.

Below is Synaptics definition of the options:

Scroll item under pointer
Select this option if you want to scroll the window or item that is
under the pointer. With this option you do not need to click on a window
first in order to scroll it.

Scroll selected item
Select this option if you want to scroll the currently active window or
item. This is usually the last window, part of a window, or item that
you clicked on.
