I don't have to play around changing options or saving as a draft.
I just wait and re-try in about a minute or so and it goes.

Well mr? Slicer, I don't think that your impression can be correct,
because re trying after one or two minutes usually results in a
successful send and then the problem will re occur in another five
or ten minutes. That kind of timing doesn't fit a pattern of
the e-mail system being offline for periodic maintenance.
