If you mean the X at the right, I don't see your problem.  Even when I
have so many tabs open that my tab bar become scrollable, the X for
closing the current tab remain visible at the far right.

I have folders within folders, four deep in my bookmarks.  If I select a
folder in the left pane, its contents -- including subfolders -- appear
in the right pane.

If I then select the + next to a folder in the left pane, the + changes
to a - and I see the folder structure expanded in the left pane without
any individual bookmarks.  I can continue to expand the bookmark
structure in the left pane.

On the other hand, having selected a top level folder in the left pane,
if I select the + for a subfolder in the right pane, I see the folder
structure expanded in the right pane with individual bookmarks.

I don't see any of this as a problem.  If you don't see what I see, it
might be the theme you are using or an extension.  Try running SeaMonkey
in Safe Mode.  Even if that does not resolve your problem, it might help
diagnose what is wrong.
