Since 2.2 I often get a huge full screen list of options (fills up my
1920 x 1200 monitor) of which these are two of the options. It is hard
to get to what I want with so many to choose from however.

If I close Seamonkey and reopen it goes back to normal. I don't know
what causes this but it keeps happening after odd times.

Is this a known and reported bug?

Yes, this (the context menu failing to reduce itself to the correct
options until you restart) is known and the team is working on a fix
that should hopefully be in 2.3 once it gets released, perhaps even in a
further beta.

Thank you, that is good to know.
What about the sidebar search feature regression issue I posted about? Is this just what it is (why then) or is this a bug?
