The same way you do it in the source pane I would suspect.

But that was my interpretation of the original complaint, and it could
be wrong.

What exactly does he mean? I have no clue, and they seem to have decided
not to continue the dialog, explaining the statement.
Normally the <div> element is set to default to show no borders, this is controllable using CSS and the borders attribute. Using CSS you can set the border size, type, and color; and if you get creative you can control each border side independently of the others.
