Your bookmarks are now part of places.sqlite.

If you set browser.bookmarks.autoExportHTML to "true", they will be
exported to file bookmarks.html every time you terminate SeaMonkey.

Note that if his problem actually is that the import of bookmarks.html into the new build didn't work and his complaint is actually that the list of bookmarks inside his SeaMonkey is empty, setting this pref will actually *overwrite* his still good bookmarks.html with a practically empty one and his old bookmarks will be completely gone.

The solution to his problem is actually to go into the bookmarks manager, and import the old bookmarks.html manually - in case he didn't follow your advice and killed his data.
