The capability to delete old history -- where "old" is defined by the user -- was deleted in SeaMonkey 2.1. That is because it was deleted from the Places component of Toolkit, and SeaMonkey uses Toolkit. See bug #660646 at <https://bugzilla.mozilla.org/show_bug.cgi?id=660646>.
