I assume you create a page in Composer?

When inserting a picture, you have the option (directly under the text box for the location of the picture) to select, that the path towards the picture should be relative to the HTML file you are currently editing.

For this option to be available, the HTML file must already be saved to disk. (Otherwise there is no location the Composer can relate the path towards the picture to, thus no relative link.)
