It does affect SeaMonkey as well; Due to the relatively low number of users and addons for SeaMonkey I did not choose to go through the (harder) work of disabling updates though. I am however currently building a 2.4.1 for us.
There is a hotfix available that fixes this issue for any SeaMonkey user who may feel like they are affected. I got AMO people to make sure this was compatible (on their end) with SeaMonkey, and I tested locally as well.
