Works for me. Does it also happen in Safe Mode (Help/Restart with Add-ons Disabled)? Maybe one of your extensions breaks it.
[Strangely the command does not seem to respect the tabbed browsing (Link Behavior) preferences. I guess someone should file a bug.]
