You'd be better served by filtering on:
UserIpAddress: 91.212.226.
That will filter the entire 91.212.226. block.

Valid users may possibly use the planet (184.172.0.0 - 184.173.255.255).

The log should be constantly updated, regardless of restart.

I reckon that we'll just have to agree to disagree. 91.212.226.143 has
been hitting news.mozilla.org quite hard lately, so I think it time that
someone steps in from the server side.

Note: I'd normally apologise to the OP for going off topic, but since
the spammer tagged onto a 2008 post I don't think it matters at this point.
